Javits Fellowship Board frames the general policies, decides various fields of study in which the fellowships gives and appoints dignified panel of experts for the selection of the candidates for the awards. Eligible applicants attending a graduate program, which will eventually lead to terminal master's degree or a doctorate in the specified field at the higher education institution, authorizes by an accrediting agency, which has gained recognition by the Secretary of the US Department of Education. The applicants who are pursuing their course in the foreign institution are not eligible.

Javit fellows are qualify to get loan, scholarship and work support in accordance to the Section 484 of the Higher Education Act of 1965, as modified and graduate students earlier receiver of Javits fellowship are ineligible.
